Software presentation of Saxon Tender Services live presentation in the International Congress Center

On February 22 and March 8, Saxon Tender Services presented the new electronic awarding software products to be used in the Free State of Saxony to groups of 200 representatives each from public institutions and engineering bureaus.

In cooperation with partners from Administration Intelligence AG and DVZ Halle, Saxon Tender Services has invested more than one year of work to implement these solutions. Although the idea is simple, its implementation is demanding. The objective is to provide full electronic support for the procedure for awarding public contracts. To this end, the administrative bodies are provided with software allowing them to control all processes and to transmit all tender information to the Saxon Tender Services with a single mouse click. Tender Services publishes the information on the platform, and enterprises can view the tendered project. To submit a tender, the enterprise downloads the information to the enterprise software made available by Saxon Tender Services.

This software creates the tender, signs it electronically, encrypts it and sends it to the administrative bodies via a tender server. On the deadline, the administrative bodies decrypt all received tenders with a mouse click and the system checks the electronic signature. Following the evaluation, the most economically advantageous tender is awarded the contract.

To start the product presentation hosted by Saxon Tender Services, Peter Gerlach (Auftragsberatungsstelle Sachsen e.V.) gave an overview of the latest tender market trends. Gerlach said that the times of pilot projects were over; what counts now is the real-time operation of electronic solutions. Saxony is playing a leading role among all Federal States in this regard. Then Steffen Kaden, who also acted as moderator, gave an insight into the current state of electronic awarding developments in the Free State of Saxony and presented an overview of the new software solutions. Josef Horn and Susann Maschke from Saxon Tender Services explained major functions and details using the real system. A realistic tender project processed in the practical forum illustrated the complex interaction between awarding authority software, the Internet platform and enterprise software during the second half of the event.

In the discussion that followed, a great number of participants stated they were won over by the ease of use and the software performance.

The final version of the awarding authority software is available now; licenses can be purchased. The enterprise software has been available for downloading from the Internet since March 1, 2005.
